RRHA COMMISSIONERS

The Roanoke Redevelopment and Housing Authority is a political subdivision of the Commonwealth of Virginia. Our Commissioners are our governing body. Commissioners are appointed by City Council to four-year terms.

Their primary roles are to establish policy, articulate goals, supervise the Executive Director, and provide oversight of policy implementation by staff. Commissioners reflect community ideals in establishing policy and represent RRHA in the community. They also build community support and partnerships for initiatives and programs.

Ed Garner copy

Ed was appointed to the RRHA Board of Commissioners on October 23, 2008 and was reappointed in 2012 and 2016. He is retired and spends a good deal of his time serving the community. Ed has served on several boards including Roanoke Valley Red Cross, United Way of Roanoke Valley, Roanoke Valley Association for Retarded Children and Boy Scouts of America – Blue Ridge Council. Ed completed his undergraduate studies at Albany State University, his graduate studies at the University of Georgia, and obtained his J. D. from Woodrow Wilson College of Law.

Term: Expires in August 2020.

Andrew Anguiano copy

Andrew was appointed to the RRHA Board of Commissioners in August of 2014 to fill an unexpired term and was reappointed in 2016.

Currently a Hospital Account Manager, Andrew earned a Bachelor of Arts in Communications Studies from the University of South Alabama and a Master of Arts in Communication Studies from Northern Illinois University.  He has extensive experience with long-term business planning and project management.  His volunteer experience includes work with City of Roanoke Young Life, Patrick Henry High School Theater Program, and Refugee & Immigration Services: Catholic Diocese of Richmond.

Gail Burruss

Gail was appointed to the RRHA Board of Commissioners in December of 2006 to fill an unexpired term and was reappointed for full terms in 2010, 2014 and 2018.

Gail has worked as a provider and administrator of publicly funded substance abuse and mental health services in the Roanoke Valley for 28 years. Currently employed with Blue Ridge Behavioral Healthcare, Gail has a M.A. degree from Virginia Tech and is licensed by the Commonwealth of Virginia as a Licensed Professional Counselor and a Licensed Substance Abuse Treatment Practitioner.

Gail also serves on the City of Roanoke Human Services Advisory Committee and the Boards of Court Community Corrections, Mental Health Association of Roanoke Valley, and Trust House.

Term: Expires in August 2022.

Dan Karnes

Daniel was appointed to the RRHA Board of Commissioners in December of 2006 to fill an unexpired term and was reappointed for full terms in 2007, 2011, and 2015.

Currently a Licensed Clinical Social Worker, Daniel earned a Master of Social Work degree from Virginia Commonwealth University and a Master of Public Administration degree from Virginia Tech.  Daniel chaired the Virginia Board of Behavioral Health and Developmental Services where he served two four-year terms and served on the Board of Blue Ridge Behavioral Health Care.  He also served on the Roanoke City Fair Housing Board.  He retired from the US Army and Army Reserves as a Lieurenant Colonel.

DREW KEPLEY Photo Reduced Size

Drew is a principal in the firm of CJMW Architecture and has over 30 years of architectural experience. He grew up in Roanoke and graduated from Patrick Henry High School. He earned a Bachelor of Science degree in Architecture from the University of Virginia Master of Architecture degree from Yale University.

Prior to his appointment to the RRHA Board of Commissioners, Drew served three terms as a member of the City of Roanoke Board of Zoning Appeals. He also served on the Board of Directors of the American Red Cross - Roanoke Valley Chapter and the Adult Care Center of Roanoke Valley. In addition, Drew was a United Way company representative and participated in Leadership Roanoke Valley. He also coaches recreation legue basketball.

Drew and his wife, Carol, have three children.

Duane was appointed to the RRHA Board of Commissioners on October 23, 2008 and was reappointed in 2012 and 2016. 

He serves as RRHA’s Resident Commissioner. Duane is a very well known and active resident throughout the public housing community. He currently holds the post of President of Melrose Towers Civic League and President of the Joint Resident Council. Duane attended Bethane Cookman College.

TimWitten

Tim was appointed to the RRHA Board of Commissioners to fill an unexpired term on October 7, 2010. He was reappointed to a full term in 2014 and 2018.

Tim is the ITS Manager for Blacksburg Transit in the Town of Blacksburg. He received BS and MBA degrees from Radford University. Tim has 20 years of experience in local government, including project management, budgeting, grant applications, transportation planning and development review.
