Glenda Edwards
Executive Director
Glenda was appointed Executive Director March 17, 2008. She joined RRHA in May 2006 and served as Senior Vice-President, Intergovernmental/Public Affairs until her appointment as Interim Executive Director in March 2007. Glenda came to RRHA from Lutheran Family Services of Virginia, where she was Chief Operating Officer, providing leadership for a statewide network of community services. Glenda completed her undergraduate studies at Christopher Newport University and obtained her MBA from Averett University. She holds certifications from the National Association of Housing and Redevelopment Officials as a Senior Professional Housing Manager and from Quadell Consulting for Asset Management for Public Housing.
Earl Saunders
Vice-President Real Estate Management.
Earl joined RRHA in 1977 and enjoys the status of “senior staff member” bringing a wealth of experience, knowledge and expertise to RRHA activities. He is responsible for all housing management operations including public housing and the Housing Choice Voucher Program. He is also responsible for the relocation of public housing residents when necessary due to capital improvements.
Catherine Wells
Vice-President Human Resources/Admin. Services
Cathy joined the RRHA team in 2004 bringing with her many years of experience in Human Resources. She is responsible for the development, implementation and ongoing administration of RRHA's human resources management program including position classification and compensation, EEOC compliance, employee assistance, training/development, benefit programs, budgeting and HR planning. She also manages the operations of RRHA's procurement and IT departments. Cathy also provides strategic leadership and management counsel, as well as HR generalist support, to all levels of management and other employees across multiple organizational divisions.
Roger Vest
Vice-President Real Estate Developement
Roger joined RRHA in 1998 and has served at Construction Inspector, Director of Capital Improvements, and Director of Facilities Operations. The Real Estate Development Division is responsible for contract administration of all HUD contracts associated with Capital Fund projects as well as redevelopment and new construction. Roger is a graduate of Roanoke Technical Institute with an applied science degree in architectural engineering. Prior to RRHA, he operated his own company as a general contractor of residential and commercial construction for 22 years. Roger remains a Class A licensed contractor in Virginia.
