// Procurement Policy

This Procurement Policy, adopted by the Roanoke Redevelopment and Housing Authority (RRHA) in connection with its purchase of goods, services, insurance or construction from individuals and companies, is intended to ensure that RRHA will obtain high quality goods and services at reasonable cost, that all procurement procedures will be conducted in a fair and impartial manner with avoidance of any impropriety or appearance of impropriety, and that all qualified vendors will have access to the business of RRHA. This policy further reflects RRHA's desire to ensure that no offer will be arbitrarily or capriciously excluded and that full and open competition consistent with the standards of 24 CFR ' 85.36, RRHA's Annual Contributions Contract with the United States Department of Housing and Urban Development ("HUD"), and the applicable provisions of the 1950 Code of Virginia, as amended, will be sought to the maximum feasible degree. It is the intent of RRHA that the rules governing contract awards will be made clear in advance of the competition and that specifications will reflect the procurement needs of RRHA rather than being drawn to favor a particular vendor.

The term "procurement" includes both contracts and modifications (including change orders) for construction or services, as well as purchases, lease or rental of supplies and equipment.
